The Commission on Elections is mandated to give life and meaning to the basic principle that sovereignty resides in the people and all government authority emanates from them. It is an independent constitutional body created by a 1940 amendment to the 1935 Constitution. Since then, its membership was enlarged and its powers expanded by the 1973 and 1987 Constitutions. The Commission exercises not only administrative and quasi-judicial powers, but judicial power as well.

Before the creation of the Commission, supervision over the conduct of elections was vested in the Executive Bureau, an office under the Department of the Interior, and later directly vested in the Department itself. The close official relationship between the President and the Secretary of the Interior and the perceived compelling influence of the former over the latter bred suspicion that electoral exercises were manipulated to serve the political interest of the party to which they belonged.

The National Assembly was impelled to propose the creation by constitutional amendment of an independent Commission on Elections. The amendment was ratified by the Filipino people in a plebiscite on June 17, 1940 and approved on December 2, 1940.

Skyrock.com is a social networking site offering its members a free, personal web space where they can create a blog, add a profile, and exchange messages with other registered members. The site also offers a specific space for members who create blogs showcasing their original musical compositions.

Reaction: This social networking is for the young user below 25.It is best network because they are offering free personal web page. , Skyrock.com is not always understood by older generations who associate the platform with potential dangers.

In hi5, users create an online profile in order to show information such as interests, age and hometown and upload user pictures where users can post comments. hi5 also allows the user to create personal photo albums and set up a music player in the profile. Users can also send friend requests via e-mail to other users. When a person receives a friend request, he or she may accept or decline it, or block the user altogether. Valentines is a lover's day.But for me it is just an ordinary day. Maybe their is something

By the way, when I was on grade school and high school where making valentines card.
And after that I gave it to my parents. I had unforgettable moment in valentines day. Last 2007 I celebrated it with my friend. A male friend.... Were seating in the dining room. When he said that.... were like a lovers....and dating on that place.... As in GOD NAKAKAINIS.
And now I celebrated it with my friends... But at this time were spending it in Internet cafe. Making our projects and .....enjoying it.... were having bonding na rin...
I wanted to spend this time with my family, but sad to say we are here. But that's OK I know each of us are happy for this day.

My New Year's Resolution

Year change annually,but is it important that every individual will change also specially their attitude? To be good is best,but too good is bad. Bad attitude of any individual will to help them to motivate their selves. Well my new year's resolution is NONE. I'm happy of what I have now, of who is me. By the way changes will come at a right time even not a new year.

My Christmas

Christmas is one of the most special day of my life. It is the time of sharing and loving. The season were everyone celebrate it with joy. There's a lot of parties,one of that is our classroom party of coarse. When this season come I want this the best out of it. I celebrated Christmas eve with my family. There is noche buena, a fire cracker, and friends who celebrate their Chritmas with us.
